The NPCs are needed in order to kill for contention ports to create PvP zones. The fewer the NPCs the slower PvP zones will appear.

Ummm, you referring to the ports or the OS?
As far as ports go, I think the NPC pop is actually a little light.
In the OS, however, I tend to agree. It seems like there is almost as many NPC ships as Player ships.
Yesterday, I made a long OS voyage from Port Royal to Florida. I was intercepted NLT 4 times by NPC pirates along the way, even while actively trying to avoid them on the OS map. I had a good southern wind to my back, so I was able to maintain high speed/manueverability. There were just so many NPC groups, that it was very difficult to avoid them all.
I think I saw maybe 6-8 Player groups and a couple dozen or so single Players the whole way.
During that single voyage, I think I saw about twice more NPCs than Players.
This will likely change after the game goes to full launch.

There might not be enough OS NPCs come launch, if we have high server populations. Can you see 4567945187 people trying to kill 8 Drakesman Pirates in the starter areas?

there are a lot in th OS because the server populations are low.

Well, almost our whole group crashed yesterday around tortuga...
Ocean seems quite crowded there to be sure!

It's crowded because Tortuga has like 7 ports within a 100 yard radius.
You forget that NPC's act just like players. They depart from one port and travel to another. It's why when you are near ports you are much more likely to see alot of NPC's Try travelling west of (Cuba) havana and north of santa clara in the middle of the gulf. You won't see nearly as many ships.

I agree with the OP. New player who bought game for PVP logs on and all they see on horizon are NPC's. Go to red circle (in beta), cluttered with NPC's. I hope we will see less of them as the game progresses. Some dedicated PVPr's don't want to even see an NPC or have to grind on them.

what willl be funny, is when a noob goes to the red ring and doesn't realize that on the minimap other nations no longer show as blue but as red...and them thinkin they are NPC..
mmmmmmm......i miss the red ring, and no one seems to want to engage a pirate with his pvp flag up right now...i are sad...me needs blood....british blood, cuz you know, they gonna need some sort of population control, dey sure breedz alotta folks....
/me waits for the day to catch a noob in any navy ship, so i can take it for my own
also btw, NPC are needed to put ports into contention for free...there are more efficient and expensive ways to do it though, and they also are needed for exp, and loots...and....and.....and....eventually you won't see as many because the sea lanes will be cleared by me and my brethren.

Which server are you on? Every night I see 6-15 Pirates and French ships around Grenville with their PVP flags on.

Its not so much how many there are its more the fact how they are so concentrated; they need to be spread out more.

Some dedicated PVPr's don't want to even see an NPC or have to grind on them.
then they'll have a fun time doing PVP with no pvp zone.
how do you suppose pvp zones come up?
