...what happens to the resources?

I understand that the ports all go back to their original nations, but do the resouces get a shuffle?

Example: Right now the French along the coast of Louisiana and Florida have most of the vineyards and most of the sugar plantations are in the Antilles (I'm just pulling these out of thin air.) At a map reset could it theoretically end up with vineyards in Bartica and sugar plantations in Tampa?

I'm sure this has been asked and answered before, but I can't seem to find it, and I can't remember the answer, either.

There is no reshuffling of the resources. The locations of the resources are in their current locations to provide some balance between the nations.

The placement of resources is very important to the map balance, so they don't want to throw away all the tweaking from beta by randomizing them. I'm sure they'll do the occasional change also to port resources even after launch, as they see necessary.

After a map reset do you lose your structures?

No, you don't lose structures or anything else on map reset. Port ownership reverts to the original owning nation is all that happens. That could cause you to lose access to an AH in a port your nation captured. I think any existing PvP zones are removed and unrest points are set back to zero as well.
