Detailing the PvP Flag and how it works, inside and out. What crossed swords mean, who can attack who, where.
Might keep a few people whom would otherwise quit in frustration. Lots of misinformation out there.

PvP Flag ON
1. Can be attacked by anyone(flagged or not) outside your nation
2. Faster Speed on Open Sea
3. Immune to NPC Aggro
Crossed swords means someone outside your nation has you targeted on Open Sea.
People not belonging to the same nation can attack each other. With either PvP Flags system... or in PvP waters once port contention is turned on.
PvP waters are created around a port with -5000 unrest. It allows Pirates to attack and be attacked. At -7000 unrest the waters become free for all PvP where different nations can attack each other. Unrest numbers may change, I know they changed a bit on beta... so may not be -5000/-7000 once it gets turned on in live.

How do you tell if someone is flagged or not? I had been assuming the crossed swords was a pvp flag indicator and was getting frustrated at not being able to engage them :P

Any effect the player is under is shown under their "health bar" as an icon. When you use a buff in battle, or someone applies a debuff to you, you will notice a new icon appearing under your "health bar". The PvP flag is shown in the same way. Mouseover these icons to read a description.
Also, on the Open Sea, you will see enemy players who are flagged as red on the radar and mini-map, and allies who are flagged as green. The names of the players will also appear in these colours when you target them.
The crossed swords indicate that the enemy player is targeting/looking at you.

Players show up blue, if you are not flagged, reguardless if they are flagged or not.
If you are PvP flagged, players who are also flagged show up red and players without flag up blue.
I wish the red was a different shade then the red for aggro NPC though.
