So I know of three ways to get Marks of Victory.

PvP
Go to friendly ports that are able to be put into contention and talk to the Garrison Commander to do the "Patrolling..." line of quests.
Go to enemy ports that are able to be put into contention and talk to the Rebel Agent and do "Supplying..." line of quests as well as the "Blockade..." quests.

What I'm confused about are some other things involving this.

I went to Matthew Town, Garrison Commander did not have a quest for patrolling.

I went to San Juan and talked to the rebel agent there and got the supplying quests but no blockade quest.

I went to Nassau and got BOTH the supplying quests AND the blockade quests.

My question is why do the quests seem to vary port to port in terms of availability. The only thing I could deduce was that certain ports in the game are deemed "Higher Leveled" and therefore were blocked off from doing the patrolling/blockade quests.

And another question I have is how often can we repeat these quests. I have heard many different responses in game but nothing official.

Thanks!

I thought these quests were to be similar across ports.

You mistunderstand. The quests ARE the same. The availability isn't.

For example: I went to Whitby and got the quest "Patrolling Whitby"....completed and done. I went to Matthew Town. No quest.

I went to Grenville and got the quest "Blockading Grenville". Done and Completed easy.

I went to Cayo-de-Marquis...and No Blockading quest.

There's rank requirements on the missions.

I had a similar issue when playing Britain. I can get the patrolling mission in all the Bahama ports as well as Bartica and Les Hattes, but not Cayanne.

They aren't all available at all levels.

Is there any documentation on what level each port is for? I've looked and haven't been able to find any.

Quite frankly it's just a mess right now. I lead my guys on patrol runs every night. I recommend writing down what missions are available at each port, and what level is required.

another thing to rememebr, it took me a bit to figure out,, if the port you are in, either freindly or not, is unable to be conquered, it wont have garrison or rebel agent missions.
i spent like 20 minutes running around ambergis looking for the rebel agent, then realized thats why.

Also, if no contention is built up at that port, then the quests should not be available (The defensive ones that reduce the port contention.) So the quests at a port that has not had a rival faction make kills at, or do the contention quests at, will cause the quests to be unavailable.

And no, these quests are not available at ports that are not captureable.

IMHO the marks are TOO easy to get from quests, and a little too hard to get from actually pvping. When I pvp, I don't like to be forced to board a ship to get Marks of Victory, I would rather just get it over with faster be able to sink them for the same chance to get a Mark of Victory.

I can pvp all night and get a few marks, or just go do the quests and leave with 4-10x more marks than I would get all night pvping in about an hour from the quests. But then, I Guess that is good, since it will make people want to play in the RvR port contention scene, even if it is just to collect Marks from the PvE quests.

At level 21 for a Brit it's the following Ports

Les Hattes, Bartica (level 7-12 ships)
Riding Rocks, Nassau, West End (level 15-24 ships)
Belize (up to 34)

you need to be at least 5 levels to the NPC's level.

so right now, you can only get these missions from NPCs that are level 26

Remember the drop rate for marks has been upped. I got my first 2 mark drop off a lvl 21 FT in a drom. I imagine as your opponents get higher lvl and higher lvl ships the drops get larger still.
