Yes, RvR is broken for pirates. We all know this. This is not relevant to the matter of skillsets versus skillsets. And incidentally, most of us nationals too have been crying since beta that pirate RvR is a mess and needs fixing.
The skillset thing IS a problem, even if you don't acknowledge it. There is no right way of giving 3 competitors the exact same tools, and then giving a fourth a variant. The variant will either be overpowered or underpowered. That simply doesn't work in ANY game.
Do I believe pirates are underpowered? No. I don't believe they ever were. I think it was just a matter of finding the right tactics, and combining those with a group fighting mindset. These forums were full of complaints from pirates about pirates, regarding unsuitable ships, anarchistic behavior, refusal to respec into effective group templates etc. This was, for a large part, resolved, and now a lot of people seem to have forgotten it ever happened. I firmly believe the pirate potential was always there.
Do I believe pirates are currently overpowered? Yes. You're able to consistently set the conditions under which you fight. That gives an inherent advantage that cannot be overcome. No, nationals cannot mimic this, because our optimal groups involve multiple careers, which means we get split and then dead in short order if we try. Been there, done that.
I've seen many suggestions on how to remedy this. I think opening all skill lines for all might be one way to go. There WILL be uber templates, but at least all will have access. And this game, fortunately, makes respeccing easy. And tell me, wouldn't YOU like it better if pvp were purely a matter of who uses the tools we all have in the best way?

Pirates WERE underpowered before 1.2, not by skillset, but by ship choice. Don't you remember the Heavy Deliverance? Pre 1.2 6 man SOL groups ruled the sea and no pirate pack of heavy D's was going to match them. SOLs used to be faster if you recall, and NO's used to have 20% group speed.
After 1.2 and the scout ship buff/SOL nerf pirates were suddenly able to compete again. I don't think that is a coincidence.
