Creates a money sink that requires economic activity and pays off the player for making a red circle. Create an unrest bundle and turn it in get a fat doubloon reward. requires labor to make and stimulates the economy. Just another idea to stop the ridiculous grinding mania. Your best customers should not be saying "Just need to grind 4 hours to pay for X"
You could set the condition for payoff of each bundle at contention levels.

giving a set amount of doubloons as a cash reward will only lead to a "price floor" on unrest bundles, and goods that are directly associated with them will go up in price. In the end unless a person is specifically geared to producing only unrest bundles (and all it's corresponding constituents) they won't be making a profit.
Hence this idea is flawed. Unrest bundles are supposed to be a money sink, but not in the way they are now. Right now they are useless. |

He has not clarified his idea. On the one hand he says that it should be a money sink, on the other hand it should make rewards (and hence only be a labour sink, and not a money sink).
