Ok, here is my idea. Feel free to shoot it down, modify it, or whatever.
Get rid of the old OS system. Groups who want to fight in the same OS battles must form a player "Fleet." Group leader steers the fleet, represented by a single ship with size information in the same way NPC ships are represented by a single ship with size information. Player fleets' OS speed is limited to the SLOWEST SHIP in the fleet. OS combat can NOT be joined by any other player. Visibility on the OS is determined by number (the more you have, the more visible) and size of fleet members (the larger the ships, the farther you can be spotted). Could even go so far as to make it so player fleets are ALWAYS flagged for PvP. RED CIRCLES: Remain as a more "free for all" environment, i.e., they can be joined in the current window Even better would be they could be joined by ANYBODY, that is: the first 12 people to get to and enter a red-bubble combat get to enter and fight it out, regardless of group or nation. If a player FLEET tries to join a red-bubble battle, the enter one by one (in the order they click in) until the combat instance is full with 12 players.

I'm still really liking this idea.
Anybody care to shoot it down? Or modify? Or sing its praises?
