Renta 1st rate for port battles

This is an idea Yardarm came up with that would make PB's more fun based on skill alone.
Right now PB's & the map are usually won by the nation with the strongest econ or who can field the most 1st rates.
This idea would even up the odds so that the weaker nations can participate & that the posers don't have to risk their precious ships.
It would also make a good extra sink for the economy.

I saw an idea similar to this somewhere, where you could turn in commendations for a 1-time use ship.

Yep, portbattles with 24 vs 24 1st rates would be such fun...(sarcasm). Better off removing insurance on lsb completely, that way fewer 1st rates, more variety.
