I know the answer. It is very easy.

Low level players are your reserve. Delete skills ‘Crew Focus: Advanced Sailing (Maneuvering, Gunnery)’. Add new consumable items ‘Incredible Sailing (Maneuvering, Gunnery)’. For 50lvl players these items are working as deleted skills. But for other players the lower level the higher effect of consumption. If 1lvl player ‘eats’ this item, effect of consumption is 50 times higher. These items must be craft-able and, of course, by the BSP- Shop’s tradable.
