Looking for an avatar custume piece

I've seen a few people with a belt or sash that has a pistol stuck in it. I've already viewed the stickied list of Avatar Costume Pieces, but I did not see it in the list. If anyone has any information on how you acquire this particular customization piece, it would be greatly appreciated.
