Default Naval Officer Balance Builds
Hey guys

Im looking for a good NO build that will allow diversity. basically, i want it to have/allow the most essential pvp skills/talents, whilst still been capable of letting me hop in my third rate and have enough spike to take down 8 fleets at a decent rate
