As far as I understood, the development of society warehouses has really hampered most developing. This if I got it right is the main reason for releases being behind schedule, since the bugs connected with society warehouses was too severe to release live, and in the same time so difficult to solve it just wrecked the planning.

I'm guessing if you want a quicker introduction of these ships, the best thing you can do is to actually use/create an account on Testbed, and try out features of the latest build.
Even though this is not rates, my guess is more feedback about bugs on Testbed builds helps identify and resolve them quicker.

Well they are 1st and 2nd rates and recent comment yesterday (5/30/12) from FB was the Rates are estimated in July. There were issues finishing up Warehouses that has caused delays.

Repeat its an estimate.
