Default No VP adjustment in 2/29 patch

No adjustment to VP starter points in the 2/29 patch, at least on Rackham. Still 20/0/20/20 instead of 0/0/10/10.

Still 30/20/20/20 on Antigua, when it should probably be 10/20/10/10.
