Freetraders are getting Heavy Hercs?

I heard that 1.4 will allow FT's access to the Heavy Herc. Cannot find any documentation of that in the devlogs. Does anyone know if this is true? I made lvl 50 before I realized I do not have access to any really good Port Battle ships. THat makes it hard to be able to defend the ports I ahve my production lines in.
