Now I think you are interpretting what was said incorrectly.

If some other guild had an individual who caused a problem, you would expect them to expell him, correct?

As OMG as said more than once already, every member there is a leader. They mean that litterally in game terms. They promote everyone. The only way to expell a leader is to disband the guild.

This is such a simple concept I am not sure why further speculation should be necessary.
