When you dont accept 100% surrender and sink board the enemy you get the full marks....if you accept a 100% surrender you get the cargo but 00000 marks.

Thats why 100% surrenders at 0 cargo have about 0% chance to get accepted if the attacker knows the reward rules.

And as you dont know what exactly the cargo is you might get, even 100% surrenders have a good chance that people reject to go for the marks and the ship.

yes but he had cargo and his ship was too low lvl to give marks so it would be stupid to reject it
