Default you get same unrest no matter how much stuff you bring?

so you can just take a friend with you and stand next to agent and trade, 1 by 1 to get unrest up?

You can keep doing the unrest/rebel missions until it hits 5k. At that point its supposed to stop you from accepting any more missons. It doesnt mean you can't turn them in though if you already have the mission.

what i mean is, iv tried giving rum to agent, mission said that you get 40 unrest and 2 MOVs, didnt say how much rum it needed, iv had 17 in my cargo so iv split it up to give only one, but he took it all and still gave 40 unrest and 2 MOVs, so if you have a friend with you with all the rum, you can stand next to him and he can trade you rum 1 by 1...

It takes more than 1 rum to give 40 unrest. I don't remember the actual number. The agent takes however many it is out of your inventory and ups the unrest by 40. You can do it over and over until unrest >5000 or you run out of rum.

If you make the unrest items, small arms is most cost effective. Obviously, if you loot the goods that's not a factor.

The idea is, a nation pools its resources and runs them in bulk to an enemy port to drive the unrest to 5K at a predetermined moment. Then they proceed to attack shipping to get it to 10K.

I've watched the process several times on Bonny and it works pretty well. And if a nation does not prepare, but relies on "random" unrest contributions they will likely fail.

Oddly enough the rum turn in is 17 rum...
