How and when does a NO get new ships?

Yes, they can, if you lose all of your ships you get an appropriate level fallback.

There are not to be "had" Fallback ships are given out when you have no other ships and your current one is sunk. Consider them a mark of shame... If your in this state your given a fallback ship appropriate for your class and level....

Generanly they poor choices but if its that or swimming...
