Default A New Form of Bundle to Stimulate the Economy

A great way to get people on the AH and to give players another form of econ would be to make a new form of bundle. Right now the economy is dedicated to one thing, that being ships, but what if there was a secondary economy that was simpler then ships, but secondary in precedence, and so to achieve this I propose we add Port Upgrade Bundles.

These are not be intended to be made by a society because if a society is closed loop they will be making ships, instead the materials have to be bought off the AH, this in turn will increase the use of the AH and a free market system, but since they will not be required to play the game like ships, closed loop societies can continue their method of production while free market players can have a secondary form of income from the AH. (just fyi I wrote this in like 10min, so it does need tweeking)

Now for the details of th exact use of the bundles-
As we all know the governor of a port will be able to use money to upgrade his port, add defenses etc, but what if instead of using actual money, we use a commodity that will require the input of multiple players, Port Upgrade Bundles. After a certain amount of a type of bundle is given to an npc in the port the Governor will have the option to upgrade his port, so let’s say every 5 "Fort Bundles" the governor will be able to upgrade the town fort. This bundle could have some cannons (for the fort), different type of food stuff (for the soldiers in the fort) and something like granite (for the actual fort). Or you could have a bundle that would give you npc ships in the PB (these could require the actual input of ships so that way if a ship builder has a bunch of ships that aren't selling he can just put them into a bundle, so for example : Tigre Frigate deed+food stuffs+db+ammo=one Tigre frigate helping you in the PB), or that would increase the experience of the troops in the fort/town.

Its a decent idea, but I think its a wee bit complicated. Not exactly sure how the AH-only requirement would work, since a closed loop society could make the items required, then sell them on the AH to each other at cost. I don't think we can really try and upgrade the PG (Port Governance) system until we know more specifics about the system.

Its not that you are required to get stuff of the AH but I think a closed loop sociey would rather spend their resources making ships then bundles.

I like it. This is how I'd do it.

The governor receives money depending on the tax rate. Taxes are raised from production as now but also a sales tax and docking fees, all settable by the governor.

Players can produce new types of deeds, for things like improved facilities (bonuses to production rates), better defences (used in PBs), entertainments for the population (Unrest reduction). These items are produced like ships, taking resources and money. They are distroyed when the port is captured.
Of course the governor can just put the money in his own pockets but this will increase unrest as he will be unpopular.

The governor should use the buy order system. This way the different ports (port governor's) would be out bidding other ports to get the new deeds(Port Deeds). I would allow the port Governor, once he has the deeds, to either use them or hold onto them.

I can see other Port Governor's out bidding each other for these deeds and the man that makes the deeds can make a good living. It would make them more RvR inclined, a port flips, more deeds are needed.

I would rather make Port Deeds than do dailies.
