Default Attacking foreign port

Humm, I'm probably sure that the Dev's are aware of the problem with New Orleans.

But if not i'm going to state it.
How do you expect a nation to lower contention point from a nation like the Spanish to get complete control over NO since there is no Spanish NPC's there to lower or raise contention.

That add to it there is not even the Patrolling mission to at least get Unrest.

So i'm wondering is this was done intentionaly or it's only a flaw that slipped over without being noticed.

So until you can settle the issue it would be nice if you could consider any nation, except Pirates, who's are trying to flip that particular port as using an exploit.

It is a known issue that has been around a looooong time. I don't quite understand why it hasn't been fixed, as there are quite a few ports that have this problem and it is very unbalancing.

There have even been devs who have said spawns suck...
