Why are Pirates so imbalanced in the conquest

Everyone seems to be in agreement that this is an excellent idea and its also one that should be VERY easy to implement, probably change 2 lines of code if that.

We need to get the Devs looking at this... not to mention making life as rats more interesting, that would certainly make the nationals cast a eye our direct, either for help or to defend against.

Would definitely make the endgame much more lively on all fronts I believe.
