Top Hat: WANT! (Where?)

I've seen NPCs around with top hats (not the pork pie you can get at character creation), and I desperately need one... like the desert needs the rain.

Is there a mission for it? Is it class specific (FT maybe?)? Is it even obtainable?

Check out this thread. In it one of the Devs asks about which clothing NPCs have that we'd like to see given to players as well. The Top Hat was one of the ones discussed. So hopefuly coming soon to a tailor near you.
