Is there a difference in this game between PVP and PVE?

I just started PotBS and I am really enjoying it, but the thing I really miss compared to other MMOs is the lack of any real opportunity for PvP at low levels. In fact, the comments on the chat line make it quite clear that unless you are pretty close to max level you are considered a waste of space and unwelcome.

I actually enjoy being at a low level, finding out all about the game and the economy, learning how to sail and fight. It's just a shame that there is so little scope for fighting other players in the "little ships".
