If you're asking, can you do a real friendly fire incident (deliberate or "accidental") - then the answer is no.

My suggestion would be to either i) pay someone else to knock him off and then broadcast his position in the zone or ii) if you are in an npc encounter with him, box him in and let the npc's take care of it - which has been done but is bloody hard. Really only works if they are in a small, light boat though, and you aren't, so you have the mass advantage, and you'll need a few people.
