Default Large Improved Grappling guns
For some reason this is underpowered. Large grappling guns 4 beat out Large grappling guns when the second is a green mod and is much more costly to make. Is this an oversight? I'm just curious.

If I remember correctly, it is like that with ALL grappling cannons.
