No multilingual keyboards???

I have my keys set up to switch between both English and French key layouts in windows, i switch between them using alt+shift. this is important since with an English keyset I can't type things properly like français or Québec.

What happens is that i can be set to Fr keyset, but once i hit the "play" button to launch the actual game in the SOE launcher, it forces my keys to English again... and if i window the game and try to switch it, as long as the game is not the active window i can use French keys, but once the window is switch to PotBS, it forces my keys back to English... is this working as intended?

Obviously I play on a US server where most people speak English, but since I play a French person, it's nice to speak in some French in game sometimes in key situations.

The Launchpad and PotBS are different applications. As far as I know, the shortcut from the Windows Language Bar switches the keyset and language on a per-application basis. Alt+Shift as a shortcut might not work, since PotBS uses those keys itself.

Try hitting your shortcut on the server select screen and see if that has any effect. If that doesn't work, try setting your shortcut to something different - Meta+Right Windows Key, for example - and see if that works.
