So after reading all of the posts again...the root of the matter seems to be that there are things that Buccs, Cuts, NOs, etc...collect but have absolutely no use for. What is needed is something for them to use all of these hard won ensigns/royal on that is relevant.

its really only the NO's that are totally useless, the bucc's can trade for first rate powders at least.

and the cutt/ft/pt all get nifty stuff for theres. (rope or gold or powders or ammo or writs for usefull ships)
