Found this while mooching around earlier:

It's the same kind of stuff as the Zam interview, with a few extra details:

Economic controls the money, such as how much others players pay for stuff in the port, which can contribute to the resources for that port. Cosmetics is a way for the governor to make the place the way they want it, to show that they were there. The governor will also have NPCs as employees.
So, time to speculate. Could the tactical options mean that a governor can be ousted militarily? Or will that be down to just Port Battles? If the latter, how will contention points factor into this?

Basically from what I've studied on, the tactical options will improve the defenses of the port. More fort guns maybe, more NPCs in town, etc.

A governor can neglect to add these as apparently, these upgrades will be a drain on the economy. So, a governor could in theory neglect the port defenses and opt for increased economic bonuses.

All irrelevant because governors are elected by power leveling new toons to 50.

But what will the defences be for? Defending against hostile coups, or in Port battles? If the latter, does this affect contention?

Not true. Level 50 players who do lots of fleet grinding will also amass large amounts of XP. It's just that lowbies can and will get a lot of points simply because they won't be doing much pvp and will be concentrating on leveling.

In their interview with Zam they specifically said players leveling up. Even if it also counts for xp gained at 50, it's going to be non stop grinding, which is pretty much the same thing as grinding new toons to 50.

The quotes you listed there suggest that 50s can amass influence by grinding too, just that it's not likely to happen as much as 50s don't grind unless they have to~

Otherwise, a 50 would have no influence at all if they couldn't get influence from grinding.

They probably mean that 50's gain Influence by PvPing.

And most 50's avoid that like the plague. A big, red, circular plague. Therefore, 50's (in general) won't have much Influence, because ad-hoccing from port to port across the lesser Antilles in a Bermuda Trader will (hopefully) not generate Influence.

Ok, ignore the third one and you're left with three quotes saying it's about new players leveling up.

How did you possibly come to the conclusion?

And, uhh, winning a 6v6 gives less influence(xp) than grinding a single 12 fleet.
