It's worth noting none of my items, ships and cash lost due to server rollback have been replaced yet...

While I love dealing with snarky GMs, I prefer dealing with GMs who actually do their job without being cajoled and and flattered first (something I find deeply unprofessional behaviour from a GM) and who get things done.

Bugger, I've lost 30 copper and iron ingots to this so far. At least now I know how to fix it. Hopefully I'll get those ingots back.

Until reading the Known Issues List and this thread, I never considered a partial delivery as an option. When an NPC tells you he wants X amount of this, Y amount of that, and Z amount of the other thing, I always figure that you need those items in those quantities to complete the mission.

Delivering less than the required amount should not even be allowed. If you dont have the full amount of every item he is requesting, he should just not accept any of the cargo.

AND: We _are_ talking about pirates, right? Partials are just downpayment. And the interest rate involved forces you to pay the full lot after all. :-)

Point for the GMs-

They are swamped. Consider; the number of servers, the number of players per server and the amount of true glitches, the perceived glitches (those of us who just forgot something or how to do something or where to look for something), those that ask for information and those that well... just flat out lie for something, and you have a lousy mess to sort through.

To help get your ticket to the top (and yes your ticket can be moved up I am certain of that), BE NICE! Say; Please, thank you for consideration, or just plain thank you.... give all the information the GMs ask for- and apologize if you're unable to supply that information, and say please and thank you again.

Now for the right hook to the GMs. The player's ticket being ignored, except for the lovely computer generated yakyak is- well, irritating. Remember 1 negative wipes out 4 atta-boys and leaves a bad taste for us as players- leaving the chances the next ticket will be, shall we say, negative in attitude? So regardless of the ticket's intention.... answer it!
Things to perhaps say:

"Hello- we do not deal with ingame questions HOWEVER; your ticket has been forwarded to <name of department>."

"Hello- We are looking into... but do require further information <list>. Please supply this so we can verify.... Without this <list> we cannot return, fix blah blah your situation."

"Hello.....".

And please- don't add the computer generated yakyak to every GM-personal response. Makes me think its a duplicate Yakyak and unless I scroll down- I might miss a very polite response from the GM thus leading to my next ticket being, shall I say, negative in attitude?

Some of the computer-generated yakyak has info we want you to have. I do wish it showed up at the bottom, though, below the more useful (in theory) response from the GM.

As far as completing it with Paco on Testbed, I heeded the warning and then continued through to my next FT Career mission.

I've now spawned yet another French FT on Testbed to verify something else and I am wondering today, if this problem had been resolved with v1.2 or the upcoming v1.3?

The mission mentioned specifically in the OP was, in theory, "fixed" by 1.2.x. by disabling the ability to turn in a partial order. However, more missions were found in 1.2.x that would allow partial delivery (thus enabling you to lose items) and that feature was turned off for them in 1.3.x. It's possible ConCo still hasn't found and disabled partial delivery for all delivery missions and partial deliveries can still enable you to lose items so I still want to warn people away from doing partial deliveries in any mission.
