I would normally respond along the lines of referencing/modeling existing framework and other such terms but I don't think it will do me much good. As a programmer I appreciate it when anyone stoops down to teach me the intricacies of the art. Thank you.

(Disclaimer: I am not a programmer!)
FLS might be able to adapt some of the skirmish code to make 'shallow water PBs', but it would likely require a total overhaul of the PB system (which doesn't give a rat's behind what kind of ship you're in right now, and offers no way to switch ships once you've been given an invite.) But since there's a point before you enter the PB ready room that the game could check what kind of ship you're in, it might be possible. However, it's likely the skirmish code would likely be totally unusuable for Open Sea 'shallows', as there's no kind check, ever, nor a good place to make a checkpoint, to determine ship type/size. They would have to code this up completely from scratch, I suspect, and then find a way to implement it. At bare minimum, it would probably require adding another mesh to the OS that checks ship sizes and determines whether you can or cannot sail in an area. Given the sheer number of ships possible on the OS at any given time, this would likely put a pretty good additional strain on the server. In either case, the FLS dev team has limited labor and time to create/adapt any such code to do either of these. As a result, these are quite likely, totally infeasible ideas to try to implement.

Man I can't wait for these stacking penalties. These speed fitted vengence/khan/disco gank groups are really making OS PvP unbearable.

So does a Prototype Cannon count as a damage fitting or accuracy or both?

Each stat is calculated independently. So it counts as both.

These new stacking penalties do they apply only to ship outfittings correct? Please tell me they don't also apply to consumables, and special Useable items? If so then why would anyone want to waste Citations of conquest on insignias of swiftness, and insignias of valor? Or waste there time playing the missions to get other usable items.(Sonia's Dissertation etc.) If so these stacking penalties will make them almost pointless to have since they will not give you any kind of an edge. It would also suck after stacking penalties that a skill does nothing at all for you. Nothing was really mentioned about any of this.

Isn't it after 2 outfittings you start to see diminishing returns?
