Just figured I'd make a post about this since all of a sudden there are so many folks asking. Maybe there should be a sticky or something. But yes, there is a monthly fee, on average around 15 bucks a month. You can subscribe for multiple months with a discount.

Can I jump while in game?: Certainly, as long as you are physically capable of such an act and have the motiviation to do so fee free, however we feel that bouncing around in your chair can be distracting to actually playing Pirates of the Burning Sea and suggest you schedule your exercise time seperately from your game sessions.
