why is there a pirate nation?

i post this question not as a programmer or designer, but as an end user.
players interested in teamwork and nationbuilding are nats, and players interested in solo careers naturally lean to the rat nation, and so do not work as well together.
also there is the historical aspects of the roles pirates played in this geograpiic area, more the 'independent contractor', or hired gun, both alligning and doublecrossing the three nations in play than a fourth contending power in the region.
it would seem that pirates should be able to gatecrash the pb's of the nats ...in essence the wild card... raid enemy ports (with no ability to conquer) and have fewer, raidable but unconquerable ports (as pirates tend to scatter wen faced by lines of lineships).
it would also seem that if pirates are expected to bear the responsibilities of nationhood, the benefits of freetraders and lineships would also be within our structured society.

Pirate Nation is in-game because it's called Pirates Of The Burning Sea, less players would buy a game which is called Naval Officer/ Freetrader/ Privateer of the burning sea imo.

From my Opinion, POTBS should just be Renamed "Piracy" or "New World Conquest", the name of the game is currently a joke.

Your opinion is irrelevant. If BHP Billiton was to change its name to TFWP&CC (Taking From Weak, Poor and Corrupt Countries) everybody would still reffer to it as BHP Billiton and if it were to be put in the media everybody would take one look at it and go, "lulwot?"

Pirates are really more a "faction" than a nation per se.

so how does pirates filling the role as intl. conspirators and loose cannons rather than trying to fill indep. nation affect the name of the game? it just seems that we have to deviate from piracy to p.b., and that actually takes dimentions of play and battle out of the game rather than add. i understand that the games' development is an evolution and not sui-generous,which is why i have tried to start a discussion with a question rather than suggest that my opinion is the only one. (as, if i were the developer, i would appriciate that respect).

The vast majority of rats seem to be into econ and pve. I play rat (now) for the reasons you describe, but it is far from the average motivation.
