Personally, I am declaring war on MrTooth, although I know I can't win because he is the "Forumator" (Said like Arnold). Haha. No really, I declare war on people not being able to scavenge "Mission" ships. BRING IN THE FIRST AND SECOND RATES AND MAKE THEM CAPTURABLE!

Even if you have to make the odds of getting a deed to one like 1 in 10,000.
