I've only created one character (a pirate) on one server, so I may be missing something that everyone who plays as a national knows. I didn't think it was possible to have two of your available characters interact with each other.
Not directly, no. But I can give you items/money, then switch characters and you give the items/money back to me.

I mean yeah, I have one character of each class, just cause I always do that on games. So, my "nationals" are all British on Bonny, and my pirate is on Morgan.

I should clarify, this is with all trade factions, not, as far as I know, navy or religious factions. I think the point gain was in the 300 range.. (I was at -700-ish with most, except for the Brits, I'd reeeally ticked them off) The rest jumped to better than -500, which was enough to use their auctions and build in their ports. Before that I'd been waiting until I could sink orange sail pirates and futily turning in stone thing-gummies.

The quest is the final one for the obnoxious town boss. As the quest notes, he is obnoxious but a signed letter from him means a lot. I was doing missions with one other person but I don't remember it being particularly difficult. You use the item and it's a one-time, across the board gain.
