Port Governance is a system that allows one player to control the government of a port. How this player controls a port may ultimately decide the fate of that port and of the Governor's nation.
Port Governor's have control over the economy, the port's offensive and defensive ability, and the stability of the port. Port Governors have other perks, such as drawing a salary, access to unique clothing, and control over port messages.
